Global Collaboration: Multi-Asset Index Forgoing a New Chapter Together

Taiwan Index Plus (TIP) and Bloomberg Indices (BISL) jointly announced the partnership on the multi-asset index during the event of “Global Collaboration: Multi-Asset Index Forgoing a New Chapter Together”, held at information centre of  Taiwan Stock Exchange (TWSE) on 12 June, aiming to drive growth of the multi-asset ETF market.


The international partnership, which followed months of negotiations and was eventually finalised in February 2025, can see both index servicers co-deliver joint solutions of broader customised multi-asset indices, solutions that pave the way for Taiwanese asset managers (AM) to launch cross-boundary multi-asset ETFs fulfilling the diverse need of retailer investors, following the lifted ban on such ETFs in December last year by Financial Supervisory Commission (FSC), the Taiwanese financial authority. The blended indices could be tailored to fit the specific product development requirement of the ETF issuers.


TWSE and TIP Chairman Sherman Lin and BISL CEO Dave Gedeon, as well as Mega Financial Holding (Mega Holding) President Chang Chuang-Chang announced their continuous dedication to multi-asset index development and licensing, anticipating a flourishing multi-asset ETF market in the future.
In the event revealed the “Bloomberg TIP Taiwan and US Momentum Balanced Multi-Asset Index”, the first jointly-developed blended index by TIP and Bloomberg. Constructed using portfolio theory principles,“Bloomberg TIP Taiwan and US Momentum Balanced Multi-Asset Index” incorporates the “TIP Customized Taiwan Momentum Trend Index” and the “Bloomberg U.S. Treasury: 20+ Year Total Return Index Unhedged TWD.” Blending equities and fixed income by TIP, the index dynamically adjusting stock-bond allocations —aggressive, moderate, conservative, and special— in response to varying market conditions aims to balance risk diversification with the pursuit of stable returns.


“Taiwanese capital market has been actively advancing toward the goal of becoming a ‘Asian Asset Management Centre’”, said Chairman of TWSE and TIP Sherman Lin in the opening remarks today. “Following this milestone, TIP and Bloomberg commenced intensive joint development of the Bloomberg TIP Taiwan and US Momentum Balanced Multi-Asset Index.”

In the inaugural ceremony, Chairman Sherman Lin from TWSE and TIP, CEO Dave Gedeon from BISL, President Chang Chuang-Chang from Mega Holding, and Vice President Jason Wang from Yuanta Bank respectively inserted the signs of “International collaboration”, “Multi-Asset”, “Balanced”, and “ETF” to ignite a virtual orange-gold scroll. As the imagery of maps and indices converged upon the unfurling scroll, it became a symbol of multi-asset integration, marking the ceremonial launch of the collaboration, now setting sail onto the global stage.


Two distinguished guest speakers were invited to deliver keynote sessions, bringing a successful event ending with valuable knowledge to the audience. Edward Chow,  Emeritus Professor and Former President of National Chengchi University, shared insights on leveraging multi-asset ETFs for personal financial management in dynamic market, while Francine Wu, the President of Pension Fund Association, R.O.C., discussed the application of multi-asset strategy in pursuit of optimal asset allocation and risk management.
